Executive Summary
The XXVIII Ibero-American Summit, held in Santo Domingo, Dominican Republic, on March 24–25, 2023, brought together Heads of State and Government from the Ibero-American region under the central theme “Together for a Just and Sustainable Ibero-America.” The Summit emphasized collective efforts to promote equality, inclusion, and sustainable development in the face of global crises, environmental degradation, and widening digital divides. Leaders reaffirmed their commitment to multilateralism and to reinforcing regional cooperation mechanisms that prioritize the well-being of citizens and the resilience of democracies. Four key instruments were adopted: the Environmental Charter of Ibero-America, the Ibero-American Charter of Digital Principles and Rights, the Strategy for Food Security, and the Ibero-American Communiqué on International Financial Architecture. These agreements reflect a comprehensive vision of sustainability, digital transformation with rights-based safeguards, and equitable recovery strategies. The Summit also highlighted the importance of regional innovation, science and technology networks, and financing mechanisms adapted to middle-income countries. Participants called for greater solidarity, fairer trade relations, and inclusive governance frameworks that support social cohesion and empower vulnerable groups. The declaration of Santo Domingo reaffirmed the region’s united voice in global decision-making and its determination to advance towards a greener, more inclusive, and equitable future.
