Resumen Ejecutivo

In a landmark regional initiative, UNESCO, in partnership with the Ministry of Science, Technology, Knowledge, and Innovation of Chile and the Development Bank of Latin America (CAF), hosted the first-ever Regional Forum on the Ethics of Artificial Intelligence (AI) in Latin America and the Caribbean (LAC). Held in Santiago, Chile, on October 23–24, 2023, the forum brought together government ministers, experts, and regional stakeholders to shape a collective strategy for the ethical and responsible use of AI. The event aligned with UNESCO’s global Recommendation on the Ethics of AI, the first international standard in the field. A special emphasis was placed on inclusive governance and regional diversity, particularly highlighting Caribbean perspectives on AI ethics. Discussions led to the proposal of a future Regional Council on AI for the LAC region, focusing on inclusive, rights-based, and human-centered AI governance. The forum provided a high-level space for political dialogue, cooperation, and the promotion of ethical standards and inclusive digital development across the region.

  • Establish a Regional Council on AI for LAC, to guide coordinated, rights-based AI policy and multilateral collaboration in the region.
  • Support the implementation of the UNESCO AI Ethics Recommendation, promoting inclusive, transparent, and accountable AI governance.
  • Deploy the AI Readiness Assessment Methodology, enabling states to evaluate their alignment with ethical standards and identify capacity-building needs.
  • Foster gender-responsive and inclusive digital ecosystems, especially to address historical inequalities and amplify underrepresented voices in AI design and deployment.
  • Build regional cooperation platforms, engaging public and private actors in multistakeholder dialogue and AI governance.
  • Promote a human rights-based approach to AI, ensuring safeguards against bias, discrimination, and surveillance, aligned with democratic values.
